I think it's kind of important that they do though.
I2P is an anonymous, uncensorable, encrypted network with no central points. This is a social good for the world in many ways that I probably don't need to list for you if you're reading this, because I'm probably preaching to the quire.
Sadly, central servers, even ones that exist inside of a decentralized network, CAN be censored, attacked or brought down in some way. IRC is a great way to communicate, BUT it is centralized, and therefore susceptible to attack. URC is a fix for that. Ideally, everyone in the world who uses IRC *should* migrate to URC. Especially those who inside of I2P.

So, what's a "hub?" Is that just a server?

It is distributed in that you are all running irc servers that are going to peer together instead of connecting to a single or network of servers.
hub2hub:
./scripts/add-hublisten local.urc.example.tld 6789 /service/urcd-hub0/socket/
### add peers. i recommend between 2 and 4 at the most
./scripts/add-hubconnect remote.urc.example.tld 6789 /service/urcd-hub0/socket/
If you would read the page you would see how to connect it.
